Does it cost money to send a text message to someone that lives outside of north...

...America with bell mobility? My friend has recently moved to Australia and I still want to be able yo text him, though I live in Canada. I wanted to see if I would have to pay extra to send a long distance text so I went to the bell website and it said that "long distance text messages are 25 cents per sent message and 15 cents per recieved message. If you subscribe to a text message plan they are free." (by the way, I do have a text plan) so it sounds like I don't have to pay but I want to make sure. So are there any Bell Mobilitg users that send text messages to people that live outside of north America And know that there are no extra dees?
Oops sorry I meant "fees" not dees
