    At what point do people consider a sale a sale?

    Example: would be if walmart sold something for 95.00 thats 86.00 base price plus taxs at what point would you consider a bargain price from someone else? 10% off 20% off etc.

    At walmart 10% off would be a sale. Since they never have sales
    At JCP - everything is always 40% off
    Other stores also do this. All the items are always on sale.
    At these stores I consider 75% to 80% off a sale
