Screeching sound after starting my car. It's a 98 Dodge Neon and the sound only lasts about 5 minutes, however?

If I drive it while the sound is happening, instead of letting it idle for a minute, the sound becomes worse, and then the battery light comes on, but for no longer than a minute. The battery is brand new. Got it less than a month ago.
Also, sometimes while driving down the highway, if we kick on the heater OR A/C, the screeching starts again. Could this be a bad belt?? Someone told me the starter, but the car starts just fine, so that doesn't make sense to me. But he wants to look at it, and I'm nervous because I don't think it's the starter at all. Any mechanics out there?? Please any and all advice welcome. thanks in advance.
