GW Bush and his Dick Cheney are above the law.
The left Pelosi agreed to torture and now she is backpeddling.
They both are, while pouring water on someones face is unpleasant it is not inhumane. So it doesn't fit the definition. Putting a caterpillar on someone is not torture either, it's what kids do on the playground.
By those standards Texas policemen would be accused of torture.
