    Go to settings on your playstation home interface and then go to sound settings and look for chat output and chat input. You need to turn those to your bluetooth. It may be under accessory settings instead of sound settings but im pretty sure it isnt.

    go to mic settings and set it as the input device to hear people , set as output so they hear you

    How can I make people's voices come from my bluetooth and not the tv on my pS3?

    Normally it does but it's coming from the TV now, I can still say things but their voice comes from the TV.
