Why is health insurance not a requirement for visa applicants in Britain?

we have long NHS waiting lists. people not getting enough treatment or the required drugs due to lack of money in NHS trusts etc..yet people can come in to the couintry on a temporary visa/student visa etc and get full free NHS treatment..we cannot afford to do this and it encourages health tourism..as well as abuse of the NHS...no other country lets people in unless they have health insurance...we cannot afford to look after the world , our country and NHS is in trouble.
RE:Clint, that is all well and true but we lose millions of pouns every year to unscrupulous health tourists who never had any intention to pay any fees, no matter the size big or small..and i am afraid that the vast bulk come from underdeveloped countries..not America etc.
