Could an Ignition lock up in a 98 Chrysler Sebring bc of EXTREMELY (-10F) weather?

My car normally runs fine in cold weather, I drove it to work this morning, it was parked in a parking garage from 7:30am-6:45pm and when I got in to start the car, the ignition was locked and I couldn't turn the key. I tried wiggling the steering wheel while turning the key too and no luck. Could it be that the dramatic temperature drop caused this? If I wait till tomorrow when the weather is warmer will it work?
