What time do they open the doors into the panel hallways at San Diego Comic Con? And the Ballroom 20 line?

The exhibition hall opens at 9:30 and the badge pick up opens at 8:30, but do they open the doors to people who already have badges so they can wait in lines inside the halls? I'm mainly asking about Ballroom 20. Hall H waits outside no matter what time, but what about Ballroom 20? Do they have one outside before the convention center opens? Or do the panel hallways always stay open?
