Hard to find such a website.........
A common thing to use Macromedia Flash, which is a great program. The only problem is it's 2D and it uses frame by frame animation without interpolating, so you have to draw every movement and gets tiring. If you want other alternatives, the only others I can say are Anime Studio (which also uses 2D animation but it does have interpolation), Pivot Stickfigure Animator (I've never used it but you've probably seen videos using it, just look them up), and MikuMikuDance (it's freeware, 3D, uses interpolation, and is easy to use, but animations don't really look impressive and is better for music video things than stories). I don't know any sites or apps sorry :/
