How to get my Motorola Q9 Global to take a sim card for Chinese phone service?

I have a MOTOROLA Q9 and I love it, but if I use it in China, it cost me about 2.50 USD a min.
I got it two years ago through AT&T with a two year contract, and a few bucks.
Apparently there is some software inside that will not allow the phone to use another service.
I called AT&T and they confirmed this, and said there is a code, that if typed in, will allow me to switch it over.
I asked for the code, and you would have thought I told the funniest joke, they laughed and said they never will give me the code.

I know this can be done, but I do not know how.
This may be what is called "Jail breaking" a phone!

Any and all constructive comments will be appreciated!

    Thank you, Todd
