Actually both....there are speed boosters available that can help you to increase the internet speed.But you should not get scammed.Have a review on the different software available in http://techforumindia.com/index.php?topic=5223.0 and choose one that satisfies you.Try your connection again using Scanmyspeed.com and see if it's running any faster.If you are not satisfied Call your Internet service provider (ISP) and check whether upgradation of your plan is necessary.
