Why wont my Harley Davidson clutch engage?

We have replaced several parts on the clutch, the plates are clean and look great, mechanic says the cable isnt stretched and is fine. We dont know what else to do. Weve adjusted I dont know how many times and the adjustments are right. The clutc wont engage and allow the bike to stop. Could we be missing something? Its is a 1985 Harley Davidson FXRS Thanks!!!
Sam...I think your in the wrong category for your knowledge lol It obviously has a clutch. Are you agrguing against the owners manual we have? because it clearly shows the clutch inside and out LOL Anyway, for everyone asking weve replaced the clutch cable, and the push rod because the push rod was worn. The problem we have (more specifically) is that it wont let us go down to neutral to stop the bike
    Andy: Yes, we done that!
