Question about scholarships that specify on ethnic backgrounds...........more inside?

We all seen those scholarships that require you to be a certain percentage of an ethnic background (ex. 25% Latino, 50% Asian, ect) Well how can they truly tell that is your background, if I were to apply for one of these scholarships even though I did not meet the ethnic requirement, how can they prove I am not that part ethnic. Can I truly get away with it or something? (Obviously there are some I probably won't be able to pull of but there are many that I can certainly "look the part") So any info on this would be nice, thank you.
