Can a purchase agreement addendum supersede condominium bylaws?

Our neighbor just installed a satellite dish, which is explicitly in violation of our condominium bylaws. When we asked him to move/remove it, he said that his purchase agreement included an addendum allowing him to mount a satellite dish. Is that possible? What is our next step? It's really an eyesore.
This is a new condominium. The HOA was signed over to the owners after the purchase agreement for the unit in question. If he received permission from the developer before the HOA was enacted, does he have the right to install the dish?
