It is very clear on that. It may in fact be legal to write the original ESN back to the phone. But the law states unless you are authorized by the manufacture that having/obtaining and or using tools that can write or rewrite a ESN to a phone is illegal. Wich in fact makes CDMA/WS illegal in the USA.
