is Almeria, Spain, the best place to grow succulents outdoors in Europe and can you?

I am in possession of critically endangered succulent species, and, I understand by law you cannot transport them out of Europe, and, unfortunately you can't transport them to the Canary Islands either (Which is probably the best place technically in Europe, if I could, but unforunately I can't). I was looking for somewhere, where it is possible, without any problems to grow them in the ground. Is Almeria a good option? To my understanding, places near the coast have never gone below freezing? Is it dry enough? Is there a drier place in Europe? Do you, also, get more Rainfall the further you get towards the coast, or, is this not the case?

    Thanks very much in Advance,

    George.
