Can I use an Jailbroken Iphone 4 on Bell or telus?

Ok i live in New Brunswick and recently bought an iphone4 off of ebay thinking it was a factory unlocked phone but infact was previously bound to AT&T then unlocked but still a brand new phone will telus or bell put an unlocked iphone 4 onto there service because i want to know if i should cancel the payment or not, although he did say it was jailbroken and unlocked, it said in the carrier part of the ebay auction that it was unlocked meaning no previous carrier. I just need to know will they put it on there plan if it's jailbroken and will it have all the same features?
