2002 mazda protege making squealing noise when turning, whats the issue!?

It isn't the belts. I had them replaced and my mechanic checked them again today. No oil on them. They are tight enough. I explained it happens when the AC is on. So he checked the AC pressure but all was fine with that. If I push the AC button and then blast the air, hot or cold and make a right hand turn my car just starts wailing. It will also do it if I go through puddles or its very cold out. If I turn off the AC and the air it stops immediately.
