sims medieval - my spy can't pass edicts?

I searched already on the internet, that spies CAN pass edicts (only on the tactical map in the throne room).
I always get this kind of daily responsibility.

BUT whenever I click on the tactical map, all the options i get are "practice military", "practice military with..." and "view political situation". there is NOTHING ABOUT EDICTS.

I don't have any other tactical maps . (I used to have one in the spy's room, but I deleted it already).

CAN SOMEONE PLEASE HELP?
