US Cellular question?

Is there a way to have a phone that can access the web but only through wifi so I do not have to pay data charges? If there are such plans/phones, could you list a few for me to give me an idea of what I am looking for?
I am not looking for a tablet or other device. I just want a cell phone, and a cell phone bill that covers voice and text only. I was hoping that such a thing would also have web access, but through wifi only, so I dont have to pay a data charge.
Will they allow you to have a smart phone without a data plan? Do apps work on wifi?
