WHY won't google let me create an email account without a cell phone?

How do I make an account on google without having to get a cellphone?

I wanted to get a youtube account.
BUT
they REQUIRE you to have a GOOGLE account
And the stupid retarded idiotic fools WILL NOT let you create a google account without a cell phone!
