Rudder on rc boat question?

I made a 24 inch long boat and I was using a design from a video game. So in this game, apparently the boat has a long fin at the rear of the boat that extends downward pretty deep about twice the height of the boat. Giving the boat an attractive fish like appearance. I made the fin but I was researching the other day that the boat could turn over due to the bouncy of the fin. Or the boat won't move as fast due to the heavy rudder. So if I were to make this a stiff fin. And put a smaller industry made rudder in front of the fin like a v affect would this design work?
