cost is the bike price plus all the gear to ride it.. so depends if you have a $10 head??

in a large city.. so why get a dirt bike?
klr250 is ok depending on age & service history..
but if your riding on the tarmac.. get a bike thats designed to do that..
would suggest the 600 may have too much go for a learner...(not sure if your limited to capacity or power where you live)
