I doubt there is a practical solution for existing cities.

In planning a new city, you could do things like orienting the longest streets orthogonal to prevailing winds. The most effective thing is probably to not have long street runs in one direction without interruption. A city with no street going straight for more than one block would probably have much reduced wind speeds at ground level, but it would probably be a terror to drive in. So, better do away with streets altogether, use subways. Sprinkle the building around so that there is never any long straight wind shot. It would be cool. A maze of a city.

    Reducing Wind in Urban areas?

I've been looking for some methods into reducing the wind speeds in highly dense urban areas at the street level. I've thought up of a few but none of them seem very practical. Any Suggestions?

    Thanks
