UNIQUE problem - unable to make calls

Got one UNIQUE problem with ACE-lite M-16 dual sim set.

While both sim inserted, it shows " Copyright-1" for sim 1,

Incoming of calls for both sims is ok. But cannot make outgoing calls.

Call-log gets opened by pressing 1&2 green calling keys,

but if press to call, nothing happens.

I've tried formatting with infinity, spiderman.

still same..................

in infinity format it in complete mode..

change imei of both sim1 and sim2..
