why does my gas pedal feel like it won't go all the way down?

I have a 2006 jetta , Today after going through a huge flooded area , which I doubt effected the gs pedal , any way , when I push on the pedal it feels like something is stuck underneath the pedal
it wont go any farther , I even looked under the pedal ,didn't see anything , it just feels like it wont go to the floor or pass that one spot .. No idiot lights are on , just had the oil changed , so all fluids are full ,any suggestions , thanks
