1989 Toyota Camry problems?

I have a old toyota and its will start and run but i have to press the pedal all the way down. It will sort of idle, like it will drop below 500rpm and then it will rev up to around 1000 and repeat.
If I hold the pedal all the way down it will delay for about 1 sec then slowly rev to 1500rom and stop. If i constantly pump the gas pedal it will rev up fine but when it starts to fall in rpm its hard to get it back up again.
