Neither of those is reasonable suspicion. Neither is a REASONABLE INFERENCE based on specific and articulable facts. Anything that doesn't implicate a particular person is not reasonable suspicion. That means "anybody who passes through a high crime area" is not reasonable suspicion. Quit trying to sound like you know what you're talking about, because you don't.
