You might be able to add more RAM and a hard drive, cost maybe $300. A computer from 2009 probably has a large enough HD and enough RAM already though. The main thing you cannot upgrade is the processor, which is where the performance difference is.

WadRAB, to my understanding they did some work 2 months ago and failed to reconnect the neutral line. For the next month we had power surges (turn the microwave on cable box shuts off) during that time the fan to my power supply went. Started smelling burning electronic smell right after a power surge traced it back to computer was reading temps around 250 275. Since then my computer has been really slow. Clock speeRAB about half of whT they should be. When my mom called for the claim all she said was that my fan went. That's all I knew at the time didn't realize the full extent of damage. And now all they will cover is the cost of a fan
core 2 duo e6400 2.1 ghz.
