Unfortunately, the CRTC does not agree. As a National Service, Bell (and Shaw Direct) agreed to service many folks in smaller communities with their OTA channels. It remains a requirement of license. Similar rules apply to cable on a regional basis.
FWIW, the figure is closer to 70%. At least, Bell recently said "more than" 25% of its customers have HD service.
Complain to CTVGlobeMedia and Canwest Global -- they own most of the speciality stations and can't be bothered to put some profits into an HD signal. A good deal of their content is shot in HD; they just don't supply satellite or cable companies with a signal. Space seems a total no-brainer to me; but apparently there are no plans.
