Do I have to be 16 years or older to drive a 49cc mini/pocket bike in PA?

Can I ride on public roads or sidewalks?

Well, I live in NJ and I the law is different but when I got caught riding my Honda CRF 100 dirt bike on the street, I got 8 tickets, my bike impounded, and taken back to my house in a police car. After hiring a lawyer and getting my bike out of impound, I got off with only 3 tickets, I currently have 2 points on my driving PERMIT, and it cost me over $2000 in fines
