What would qualify him? To become the leader of a political party that wins the largest proportion of the seats in Parliament.
That's pretty much it. Suzuki is a citizen of Canada, over 18 years old. Those are the only qualifications necessary to be elected as an Member of Parliament, and the Prime Minister is by convention a Member of Parliament.
