    In the armed forces they were and still are used for field dressings or now sometimes called surgical dressings because of their absorbency.
    On the womens unit in the hospital they are called maternity pads.
    They were created and used by the military before women found another use for them.
    Perhaps he was a Medic in the forces and got used to packing them "just in case".
    He could have also found another use for them.
    Like...mattresses for mice.

    A druggie wouldn't be that meticulous.

    it's possible he has a medical problem and is using them to catch blood or something.

    I know sport's coaches who keep maxi pads and tampons on hand to stop bleeding should it happen. I also heard of a wrestler who wound up sitting on a bench with tampon stuck up his nose because there was nothing else on hand- a very funny story. If he hikes alot or has some reason to be in danger of heavy bleeding, it would make sense.
