Animals is more of a theme album if anything. It doesn't really have a story.
...a concept album is an album which is "unified by a theme, which can be instrumental, compositional, narrative, or lyrical". - Wikipedia
That album is very cool.
Spock's Beard is underrated.
Off the top of my head, Dredg - El Cielo and Camel - The Snow Goose are good concept albums.
There are so many good ones,
Tommy - The Who
Kezia - Protest the Hero
Leviathan, Blood Mountain - Mastodon
I am Hollywood - He is Legend
I don't know they're all good...
Pink Floyd
The Wall
Dark Side of the Moon
Iron Maiden
Several albums
Judas Priest
British Steel
Sabbath
Early Ozzy solo - first three albums
Political banRAB
Mystical concept banRAB

Chris Gaines motha fukas!
'Animals' is one of my favorites too. Dave's playing is great, the dual-guitar stuff on 'Dogs' is really well done. I also love the dogs barks played through a vocoder- it's sooo creepy.
My only complaint is that Rick Wright's contribution to the album is kinda lame. His solo in 'Dogs' is just stupid noise. He can do better than that, he's a really talented guy. I know that he wasn't happy in the band at that point, tension with Waters, drugs, who knows?
Alice Cooper's Alice Cooper Goes to Hell, Welcome To My Nightmare, Last Temptation, Brutal Planet and Dragontown are all good ones. Of course Tommy, The Wall and Operation Mindcrime are outstanding albums!
