    I remember at a year 2000 renewal I mentioned how I enjoyed the right of
    owning a passport. The passport officer called to my attention that a
    passport is not a right, rather a privilege. You CAN be refused a
    passport, which happened to a person I knew. Something about bank
    embezzlement/fleeing to the Dominican Republic. I don't know the details
    but she is forever a prisoner of the USA.
