I had the same problem. Here's the solution.

Using Froyo on my Incredible. You can remove it by doing the following:

1. Settings
2. Call
3. Voicemail service, select My carrier
4. Clear voicemail notification

Voila! It's kind of buried but at least you don't have to remove the battery or SIM card.
