The computer literate understand the basics of computer operations: turn on power; use a keyboard; run an application; send an email, surf the web, etc.
The computer proficient can configure a computer or an application, set up an email account, erase the browser's history etc. They have vastly more training.
Literacy: Knowledge of how a computer works, i.e. code, formatting/programming, binary language, etc...
Proficiency: The ability to run a computer, i.e. browsing, use of applications, keyboard skills, etc...
Computer literacy just means you can do the basics with a computer like emailing, internet browsing, creating documents, etc. Computer proficiency would mean you can do more advance things such as fixing software conflicts, programming, etc.
