This application has to be able to keep a friends list, keep Google circles, provide the user the ability to friend people and add friends to circles, and store that information in a file to be read upon startup and store upon close. Please let me know of a good website that i could go for some guidance.

you must learn php code for best to make that site,you can find on php site for learning....
