A succesfull end result would be the company hiring them for a job and getting them off welfare.

What kind of welfare are you talking about? I live in Michigan and people do not get money here they get a bridge card which is like food stamps, health insurance, and occasionally help with their bills. It would be great if the government helped them get good jobs with health insurance.
