Fiscal and Monetary policy are two completely separate things. QE2 is about managing expectations, minimizing the risk of deflation, keeping long term rates down, and (hopefully) spurring corporate investment. But obviously there are demand problems in the economy, which is were fiscal policy would come in to help. Not to mention low capacity utilization so low interest rates aren't going to encourage business investment.
