If you buy an AT&T iPhone and use it with T-Mobile after unlocking you will be charged by T-Mobile only. Not by AT&T.
Unlocking and Jailbreaking are two different things. Unlocking is the process of removing the network restrictions on a mobile phone enforced by a network provider. So that any other network can be accessed with it. Jailbreaking is the process of removing the removing the limitations imposed on an Apple ios, So that third party applications can be installed and accessed.
It is not a must that you should jailbreak your iPhone to use it with T-Mobile from AT&T. But you must definitely unlock your iPhone to use it with T-Mobile from AT&T. One of the best way to unlock an iPhone is to unlock using remote unlocking service. This remote unlocking service is safe, simple, affordable and quick. you can get the remote unlocking for an iPhone from www.wickedunlock.com/apple/rs16wp8/ at low cost with easy unlocking instructions. This method of unlocking doesn't require a jailbreak too.
