I know first hand that megaupload operates substantially as a piracy site adhering only to the absolute minimum DCMA requirements.
piracy notices are adhered to and content is removed. However they have no algorithms in place to ensure that the content is not simply reuploaded...
With all of the reasonably priced digital media outlets around these days... I see little reason to make it easier for sites like mega upload to operate in this fashion.
Still, this doesnt seem like the solution... an updating of DCMA does... (slight tweak to require algorithmic identification and removal of copyrighted content, like youtube does)
I also think holywood and music industry should be forced to offer paid digital distribution of their content worldwide if they want protections in the digital world.
