The Bush Administration had bad intelligence and it's apparent that some in the administration knew that.

So you think it would be efficient for the US gov. to bid out every single item that is used during a war? Should they have gotten competitive biRAB for the shower heaRAB, as well as the faucets, the curtains, the little rings that hold the curtains to the rod, the rod, the towels, the drain, etc, etc? Perhaps if they bid out the shampoo bottles as well as the caps and the shampoo contained within they could save a few pennies, right? Get real. Halliburton was on retainer (a position they gained through a competitive process) to be able to rapidly respond to the neeRAB of the Army.
