    Does the rise of the federal bureaucracy obscure public debate and deliberation? Does this enhance or reduce the deliberative effects of the constitution? Is this a problem?


    Im hung up on a question it doesn't really make sense any ideas?

    It doesn't.
    And it's a stupid question.

    It's asking whether creating more government agencies made anyone stop expressing their opinions - either in Congress, the media, or the public.
