When the USA flag is in normal position, with the stripes horizontal, the stars section is in the left upper corner. I would expect that when the flag is depicted vertically, the stars section would be in the upper right corner because the flag would be rotated 90 degrees clockwise.

However when I visited Kennedy space center last week it was surprising for me to see that on NASA's vehicle assembly building the stars on the vertical flag are on the left side. To get this picture you need to rotate the horizontal flag 90 degrees clockwise and mirror it!

Is there a particular reason for having the stars on the left side when the USA flag is depicted vertical?
