how to unlock an iphone 4s for att?

I have an Iphone 4s and im wondering if its possible to unlock it so that I can use it for ATT. I don't know what the current carrier of the phone is. I read that you can find out if you go to settings and look but the phone wont go past the activation screen that just has the language, country/ region, and wifi settings. basically what im asking is that is it possible to unlock this phone to ATT and if so how if I can't get into the settings?
