How to make your computer talks?

Hello, I am wondering if anyone know how to make a script or download a program which make your computer says something for example if you open it, it will welcome you with a sound like ''welcome back'' or when closing it ''Goodbye'' or just on any program you click like you put whatever you want it to says and you will hear a sound that you have chosen, anyone know if this is possible?

I think Mac computer only talk wih the user. but i am not much sure.. It will say "VoiceOver" In large text.. Try to collect more information about it.

there are some softwares available that say hello or welcome at startup....if thats what you are referring to...
