Was international law against dropping the atomic bomb at the time?

Please site the document you refer too and keep in mind that as far as I know the Geneva Convention that disallowed attacks on civilian populations was passed in 1949 after the bomb was dropped. But surely there was some other document that prohibited harming civilians during times of war? No BS please. thanks

Hiroshima and Nagasaki were both considered military targets. THink about the time, Most of the cities of europe had been bombed by both sides. Fire bombings included. There was nothing preventing this behavior.

There was no specific "don't drop atomic bombs" law, no.

How could there be a law against dropping something when no one knew it existed?
