5'1" you could ride the suzuki GN 125. Suzuki Van Van
Ajs 125 250 custom larger bikes include the Kawasaki EN400 and the Yamaha 535 Virago.

You can even have the seat cut lowered and the suspension lowered on the ER6-N and ER6-F as a mate of mine has had done and she is approx the same height
start with a honda rebel. it's a 250 and small. If you desire a bike with a bigger motor, you'll have to go to motorcycle shops and try some out.

you can have bikes lowered you will have to do that or just ride big bikes i have a friend about 5'1 or 5'2 and he rides a non alterd r6 and seems to do fine

any cruiser would do...b/c they're all lower to the ground
if you're looking to get a sportsbike...then look for bikes that have after market lowering links...you can lower anywhere from 0.5~3 inches
