get rid of the piece of shit
i think either a you have to much tension on the throttle cable, find the adjustment and set it to where there is slight play in it, or b the slide is backwards.the screw places force on the wedge cut into the slide. so forcing it in raises and turning out lowers. well when the throttle cable wont allow the slide to drop low into the bore, itll do what you described

Well, without seeing the atv in question I can only guess as to what the problem might be. Is the throttle cable snagged on something that is not allowing it to release? (there by holding the throttle partially open). Or the carb could be incredibly dirty or in need of repair.
